A checklist counts when somebody hands it in. One that was opened and left costs you nothing, and neither does building checklists, printing codes or adding people.
If you go over, you have a week. We tell you when you are getting close to your limit, and again the day you pass it. A week after that the account stops taking on new work until you move up a size, which is one button in your console. Nobody is stopped halfway through a changeover: a checklist somebody has already opened always finishes, and your reports, photos and invoices stay where they are throughout.
